Druid's Blood, Esther M. Friesner

We're in Victorian London, with Queen Victoria and the sense of propriety that gives Watson (and the sidekicks in Talbot Mundy novels) their ballast - but England runs on Druidic magic, which is to say earthy, and there's a certain Golden Bough air to the Queen's garnering her power. How England could have a recognizable Q. V. with such a different history is deeply odd, but it didn't bother me at the time.

It probably works by distraction; everyone who would be fun to write turns up. Byron, Ada, Wilde, Kitchener, shy 'tweenys, counterjumpers.
