This would seem to be either an invention of
Connie Willis', or a typo, or (my bet) a typo she adopted when she found herself in need of something like a Snark.
It doesn't appear in the OED, and Google finds it only in another reference to To Say Nothing of the Dog. I bet it was 'figural'.
